A normal rotating noise of your GPU fan is just fine when there isn’t any load on your graphics card.You can test this by recreating the buzzing then pass the audio through a usb audio device or usb headphones. My radeon 6850 makes a rattling noise to and it stops when I put a finger on it.

I was hoping my motherboard/CPU and video card upgrade would somehow magically fix it. I decided to troubleshoot, I disabled all my case fans besided the GPU, CPU Cooler, and PSU fan.
